Litke Enforcing a 1972 Ordinance

Isah Cary of FOX 26 had a story last
night concerning Robert Litke enforcing a 1972 Ordinance which
prohibits manufactured housing on residential lots in the City.
They must be placed in Mobile Home Parks.
This is an archaic law, and that the City will not allow any
new mobile home parks to be established in the municipal limits.
One must ask "who's watching out for whom?"
Mr. Litke appears to be forcing these low income folks to
move their Homesteads, and I believe it is wrong. This Ordinance
must be changed or repealed.
Under the federal definitions a Manufactured Home must be built in
compliance with the FEDERAL MANUFACTURED HOME CONSTRUCTION AND
SAFETY STANDARDS ACT of 1974, effective June 15, 1976.
There are two basic grades of Manufactured Homes. The type
featured in the story appeared to be the superior grade of home
which meets or exceeds all FHA standards, and is permanently
affixed to a foundation.
I was sent a letter from Margie Bingham in the summer of 2002
which stated that Manufactured Homes are eligible for HUD
HAP funds to those who qualify for the single-family affordable
housing program.
If the City allows Mr. Litke to interfere with the owner's quiet
enjoyment of their Homestead, I will be compelled to
try and assist them in seeking remedies available under
federal law.
