Bazan's Focus on Issues

CONSUMER RIGHTS

I believe that this proposed relief would benefit many in the 18th Congressional District:

Banks now charge a non-customer a Huge Check Cashing Fee on a check drawn on that bank. 

BAZAN'S FIRST OFFICIAL ACT WILL BE TO INTRODUCE LEGISLATION THAT ELIMINATES ANY CHECK CASHING FEE FOR A NON-CUSTOMER FOR ANY CHECK DRAWN ON THAT FDIC INSURED NATIONAL BANKING INSTITUTION


Banks prey on the poor by charging a fee to the person trying to cash a payroll check at the bank it was drawn on. If banks have costs associated with processing a customer's issued checks, the bank should look to the account holder to recapture the costs, not the poor folks who are forced to take the check as payment for labor and/or services, but who do not qualify for their own bank account.

Banks will not be allowed to refuse to process these transactions at branch locations.

This rule will not be applicable to grocery stores or check cashing businesses who offer this service.

HEALTH

Bazan has fought for several years to try and force Houston to enforce the HUD rules which require a proper Lead-based paint inspection for low-income transactions.

I will work to secure more assistance for children's clinics, and, for senior citizen facilities.

I favor more incentives for Medical Savings Accounts for all of us.

EDUCATION

Bazan believes that our children are our future. We must ensure that each child masters reading, writing, and [a]rithmatic. I favor allowing parents choice on school vouchers.

TAXES

It's not that we are taxed too little, government wastes too much. I will be relentless in my efforts to lower bureaucratic waste, fraud and abuse.

DEFENSE

We must have a strong military to combat terrorism on a global scale. I will also advocate allocating more assets towards maintaining Homeland Security.

SMALL BUSINESS

Being an independent professional businessman, I realize that the continued growth in small businesses is the engine which drives our nation. I am committed to free enterprise and encouraging more incentives for the easier establishment of profitable businesses.

Houston continues to grow, and as a result our needs are great and urgent. We must focus on rubber-tired solutions throughout the region. The popular notion, espoused by the special interests, that 100-year-old technology trams, tethered to a sparking wire, improves mobility is wrong. If the same folks told you that you must give up your cell phone, and revert back to expensive pay telephones, would you?

Public transit was taken over by government, and is subsidized as a social safety net. Voters were tricked into approving billions of dollars to be wasted on more of that demented "Demolition Derby" we see operating on Main Street.

Every dollar diverted to wasteful urban rail only shortchanges the poor and minority, bus transit dependent riders. The 30 to 50 year bonds will merely indenture our future generations.

It is my solemn promise, after being sworn into office in January 2005, as the next U.S. Representative of the 18th Congressional District of Texas (Houston), that I will sponsor a bill to make it a federal offense for any defense attorney to conspire or participate in such tactics. This will take the burden of enforcement out of the jurisdiction of the State Bar Associations.
